Kirsty is a Zoology with Conservation and Master of Zoology graduate, with a good grounding in ecology, evolution, conservation and biology. Prior to joining Ezygo, Kirsty was working as a freelance field ecologist and has contributed to a number of protected species and problematic species surveys and worked as an ecological clerk of works. <p class="side-news" style="padding-bottom:10px"><strong>Experts have voiced fears that cuts to the Environment Agency's budget could mean that its role as an adviser to councils on the implications of development proposals on flood risk will be less effective.</strong></p>
<p class="side-news" style="padding-bottom:10px">The Environment Agency, which coordinated the response in England to the recent flooding, is a statutory consultee for specified categories of development where flood risk is an issue. In 2012/13 it provided detailed flood risk advice on nearly 9,000 developments.</p>
<p class="side-news" style="padding-bottom:10px">Environment secretary Owen Paterson told MPs last week that it would be "absurd, given the knowledge that we now have, to build houses or anything else on a flood plain". He said that the agency is "active in vetting planning applications".</p>
<p class="side-news" style="padding-bottom:0px">But experts have raised concern that the Department for Environment, Food and Rural Affairs' cuts to the agency's budget could affect its ability to provide advice to councils on the flood risk implications of proposed developments.</p>

This will be welcome relief to the thousands of caravan and park homes sites, whose close proximity to the coast and major waterways leaves them amongst the most susceptible to flooding.</strong></p>
<p class="side-news" style="padding:0 0 10px 0">According to a survey last year by DEFRA, 28 per cent of all caravan and camping sites in England and Wales are at risk of flooding with more than two-thirds at 'significant' or 'moderate' risk. No longer content to wait for government intervention, an increasing number of parks are implementing their own flood defence measures which not only improve on-site safety but are also delivering tangible commercial benefits.</p>

<p class="side-news" style="padding:0 0 10px 0">One such park operator, Ian James, was spurred into action after reading an article on flooding in march issue after having his development plans put on hold by the Environment Agency (EA). Ian is the Managing Director of Brean Beach Holiday Parks that operates four private parks in Somerset and Cornwall. His newest venture, Tamar View, was previously a caravan park that had been left derelict for over a decade. With stunning views across the Tamar Valley, Ian recognised the park had enormous potential but required substantial development.

With flood alerts and warnings becomming more common.<br /><br />As i write this blog the Met Office has issued a yellow warning for rain. As i look at the statistics from our local rain gauge we have had 85mm of rain in Sheffield for July, with an annual 666mm so far. <br /><div style="clear: both;"></div><img src="https://lh6.googleusercontent.com/-SQqC0fpjj6c/UAA-x5sqsiI/AAAAAAAABV4/d6qWldtkg_E/res1342193181.401757.jpeg" align="left" style="margin-right:25px;"><br />If I compare this to the 2007 event where we saw 70.6mm of rain fell on the 25th June, this year on th 6th July we had 37mm of rainfall, so although people were concerned about flooding we didnt recieve the same level of rainfall.<br /><br />Yet we saw a lot of overland flow flooding like in the photograph opposite,may people dont realise that sewers are only designed for a 30year event. This type of flooding quite often floods properties before riviers burst their banks, as a river takes some time to respond to flooding, where as local drainage systems can respind quicker to intense rainfall due to their smaller catchment areas.<br /><br />What many people havent realised it is that in the UK our flood zones are very well mapped. Flood risk is a material planning consideration. Local planning authorities can guide and control development so as to reduce the country’s vulnerability to floods. Avoiding the need to provide further flood defences is desirable. The Environment Agency/SEPA are statutory consultees (or, in Wales, consultees on all UDPs) and hold information identifying most of the areas known to be currently at risk. <span class="Apple-style-span" style="font-family: Verdana, sans-serif;">Before we were instructed to challenge the flood map, most of the site was shown to be in flood zone 2 (1 in 1000yr/0.01% annual probability).</span><br />

<span class="Apple-style-span" style="font-family: Verdana, sans-serif;">After a site walkover, it became clear that something was incorrect, discussions with the EA indicated that this was down to their year 2000 aerial photography flood mapping.</span><br />

<span class="Apple-style-span" style="font-family: Verdana, sans-serif;">We created a numerical model of the river and ran the 100, 200, 1000 year flood flows, and amended the flood map.</span><br />

The last time we were talking about droughts was in the 1980 when hydrologists were all looking at low flows and hands off flow, busy calculating Q95!<br />
<br />
The Yorkshire Drought caused them to change the way their water "resource bubble" was managed so that this type of embarrassment would not happen again.<br />
<br />
We have seen water companies drive leakage down and fit water meters for demand side control but what of supply side expansion? <br />
<br />
Are we too reliant on groundwater in the south?<br />
<br />
Should reservoir expansion have been looked at in the 80 and 90's?<br />
<br />
If we look to expand now it could take 20years to be operational.<br />
<br />
Could the North and West move water to the south? This has been banded about for many years, back in the wary 90's British Waterways commissioned an EIA to look at the mass movement f water through their network. But issues of ecology and water quality leaving aside costs stopped this project from going forwards.<br />
<br />
Back when I was involved in research we tested multiple climate change scenarios against change in reservoir stocks. Bizarrely the impact of uncertainty water demand is more critical than that of climate change.<br />
<br />
Water companies could alter their control rules and manage the impacts of climate change. <br />
<br />
So what is the way forwards, selling water from north to south?<br />

Better storage?<br />
<br />
Better management of a scarce resource?<br />

This will identify if the site is in flood zone 1, 2 or 3a/b.</span></div><div class="separator" style="clear: both; text-align: justify;"><span class="Apple-style-span" style="font-family: 'Trebuchet MS', sans-serif;"><br />
</span></div><div class="separator" style="clear: both; text-align: justify;"><span class="Apple-style-span" style="font-family: 'Trebuchet MS', sans-serif;">At this stage you should also contact the local Environment Agency ‘Development Control Officer’ and hold informal confidential discussions about the site in terms of flooding to determine if there are any show stoppers. The local officers can identify these and provide information which you may not be aware of. Residential development is classed as ‘more vulnerable’ within PPS25, therefore it is only acceptable within Flood Zone 3a subject to a ‘sequential and exception test’. Sites within Flood Zone 1 would only require drainage assessments; Flood Zone 2 is acceptable subject to a satisfactory FRA. Development would not be allowed within zone 3b.</span></div><div class="separator" style="clear: both; text-align: justify;"><span class="Apple-style-span" style="font-family: 'Trebuchet MS', sans-serif;"><br />
